Preheat oven to 350 degrees. In a separate bowl, sift together flour, salt, soda, and baking powder. In a large mixing bowl, cream sugar, butter, and eggs. Add milk, vanilla, and almond extract, mixing at low speed. Add to sugar mixture until well combined. Refrigerate dough for 30 minutes. When ready, roll out dough to 1/8 inch thick and cut out into desired shapes.
