In large pot, saute onion, garlic, and pepper in oil. When vegetables are limp, add the rest of the ingredients and simmer over low heat for 2 hours. You may also cook in a crockpot. For that, saute the vegetables (onion, garlic, and pepper) in oil in small skillet. Add them into crockpot and then add the rest of the ingredients. Cook over low heat for 4-6 hours.
